Participation in the Technological Development toward Establishment of Offshore Construction Method for Floating Offshore Wind
Tokyo, Japan - Jul. 27, 2026 - Penta-Ocean Construction (President Takuzo Shimizu, hereinafter POC) hereby announces that two technology development projects conducted with the active involvement of POC were selected under the “FY2026 Program for Establishing Optimal Offshore Construction Methods for Floating Offshore Wind Power,” led by the Ports and Harbours Bureau, Ministry of Land, Infrastructure, Transport and Tourism.
Development of Cost-Effective and High-Performance Anchoring Technology that Revolutionizes Offshore Construction
| Lead organization: | Penta-Ocean Construction Co., Ltd. |
| Participating organizations: | Tokyo University of Marine Science and Technology, and Port and Airport Research Institute, National Institute of Maritime, Port and Aviation Technology |
| Project period: | Three years from FY 2026 to FY 2028 |
| Project overview: | To establish design and installation methods for a cost-effective novel anchoring system with high holding capacity and superior seismic resistance for floating offshore wind applications Reference material (PDF) |
Technology Development on Construction Methods Utilizing an Offshore Construction Platform
| Lead organization: | Floating Offshore Wind Construction System Technology Research Association (FLOWCON)* |
| Project period: | Three years from FY 2026 to FY 2028 |
| Project overview: | To verify construction methods for an offshore construction platform (via motion analysis, hydraulic model testing, etc.) and to develop a construction decision-support system |
| *FLOWCON was established in January 2025 with approval from the Minister of Land, Infrastructure, Transport and Tourism for the purpose of establishing a rational construction system for the large-scale introduction of floating offshore wind power generation. Currently, FLOWCON consists of 18 companies, including POC, involved in offshore construction, steel engineering, shipbuilding, and lifting machinery. | |
As a front runner in offshore wind construction, we are committed to taking on this challenge with a pioneering spirit to accelerate the large-scale adoption of both bottom-fixed and floating offshore wind by establishing efficient offshore construction methods at an early stage.
