Signing of Charter Contract Deploying Offshore Installation Vessel for Wind Turbine Installation in Oga, Katagami and Akita City Offshore Wind Power Project, Akita Prefecture
Tokyo, Japan - May 29, 2026 - Penta-Ocean Construction Co., Ltd. (President, Takuzo Shimizu) is pleased to announce that we have concluded a vessel charter contract with Oga Katagami Akita Offshore Green Energy LLC for a jack-up vessel to be utilized for wind turbine installation works in the Oga, Katagami, and Akita City Offshore Wind Power Project, Akita Prefecture.
The Oga, Katagami, and Akita City Offshore Wind Power Project, Akita Prefecture involves the construction of a large-scale wind farm featuring a total capacity of 315MW (comprising 21 units of 15MW wind turbines), with a commercial operation date slated for June 2028.*1 For the turbine installation works, we plan to deploy our wind turbine installation vessel*2 “Sea Challenger” (1,600t lifting capacity), which is owned by Japan Offshore Marine (JOM), a joint venture between Belgium-based DEME Offshore and Penta-Ocean Construction.
The ownership of “Sea Challenger” has been transferred from DEME offshore to JOM. To accommodate 15MW-class wind turbines, the vessel underwent a major upgrade including a crane capacity increase from 900t to 1,600t, hull widening, and leg extension, which was successfully completed in December 2025. It will start sailing under the Japanese flag by the end of FY 3/27, marking its inaugural operation in Japan with this project.
By utilizing "Sea Challenger" alongside “CP-16001”, our other wind turbine installation vessel with a 1,600t lifting capacity, already in operation in Japan (jointly owned with Kajima Corporation and Yorigami Maritime Construction), we aim to play a leading role in supporting the simultaneous development of offshore projects in the coming years. Furthermore, “CP-16001” is scheduled to undertake foundation works for this project under the management of Kajima Corporation.
As a front runner in offshore wind construction, we will contribute to the construction of offshore wind power, which is positioned as the pivotal key to establishing renewable energy as Japan’s primary power source, by leveraging our extensive experience and technological expertise in marine civil engineering, alongside DEME’s rich track record and advanced technical capabilities in offshore wind construction in Europe.
