First Commercial Application of Environmentally Friendly Concrete “CELBIC-RA” with “Low Carbon Properties” and “High Resource Circularity”
Tokyo, Japan - Jan. 26, 2026 - Penta-Ocean Construction Co., Ltd. (President Takuzo Shimizu) hereby announces that we have applied CELBIC-RA*1 concrete developed by the BFCCU Study Group (a joint study group of thirteen companies, including Penta-Ocean Construction as managing company) to the foundation of the EXEO Fuchu Technical Center Multi-Level Parking Garage Construction Project (Client: EXEO Group Inc.) (Pic. 1, Fig. 1)
CELBIC-RA is an environmentally friendly concrete that combines “low carbon properties” and “high resource circularity” using concrete (CELBIC*2), in which 70% of the binder is replaced with granulated blast furnace slag and recycled aggregate, a material that absorbs and fixes carbon dioxide (CO2) throughout the manufacturing and storage processes.CELBIC-RA uses recycled aggregate of grades M or L, and has obtained the Minister of Land, Infrastructure, Transport and Tourism certification required for application to building structures (MCON-4758 and -4759).
In this project, the team applied approximately 1,100 m³ of CELBIC-RA, effectively replacing all natural aggregates with M-grade recycled aggregates. When we calculated the environmental impact of CELBIC-RA, it indicated a significant reduction of CO2 emissions by 205 tons (Fig. 2) and a decrease in the use of natural aggregate by approximately 2,000 tons. In addition, the percentage of by-products and recycled materials used in relation to the total mass of concrete reached an impressive 87%, demonstrating a high level of resource recycling. (Fig. 3)
Penta-Ocean Construction is committed to reducing CO2 emissions across its entire supply chains and promoting the efficient use of resources. Going forward, we will actively promote the wider adoption and implementation of environmentally friendly CELBIC-RA and CELBIC on actual construction sites. This initiative will significantly contribute to the realization of a circular economy and the achievement of carbon neutrality by 2050.
*1 CELBIC-RA (Consideration for Environmental Load using Blast furnace slag In Concrete-Recycled Aggregate) *2 CELBIC: An environmentally conscious concrete that satisfies the performance standards required for building structural concrete while reducing CO2 emissions from concrete materials by approximately 9–63%.
