Offshore Wind Measurement using a Floating Wind Observation Tower off the Coast of the Izu Oshima Island

Tokyo, Japan - April 21, 2025 -Penta-Ocean Construction (President Takuzo Shimizu, hereinafter, POC) and MOL Maritex Co., Ltd. (President Kazuhiko Kikuchi, former MOL Marine & Engineering Co., Ltd., hereinafter, MOL Maritex) have jointly established a consortium for wind measurement for offshore wind construction. As the consortium members, both companies were contracted to perform wind measurement under the framework of Reiwa 5 “Project for the Promotion of Local Decarbonization Business through Floating Offshore Wind Power Generation (survey off the coast of the Izu Oshima Island) Commissioned Work”, which was delegated to Oshima Town, Tokyo Metropolis (Mayor Choichi Sakaue) by the Ministry of the Environment.


The project aims to promote decarbonization of local government by; 1. undertaking various surveys necessary for the local government to pursue local energy production for local consumption using floating offshore wind, and 2. evaluating project feasibility in the local area and providing an estimate for CO2 reduction.

In September 2024, the consortium installed a floating wind observation tower and started gathering data. Wind measurement shall continue through the fiscal year ending March 2025 after completion of the project outsourced by the Ministry of the Environment.


By combining POC’s extensive expertise and experience in marine engineering and MOL Maritex’s extensive experience in maritime consulting, we are confident to successfully complete the project and contribute to the widespread use and promotion of floating offshore wind in island areas.
